2Pet.3 [9] The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance.
But will all come to Jesus and repentance? As it was in Jesus day, so it is today. Ephesians 2; [6] And hath raised us up together, and made us sit together in heavenly places in Christ Jesus: [7] That in the ages to come he might shew the exceeding riches of his grace in his kindness toward us through Christ Jesus. [8] For by grace are ye saved through faith; and that not of yourselves: it is the gift of God:
God knows the ones that are His, and He calls them by name. When He calls they come, and will follow Him, realizing that their reward is not in this life but the life to come, as Jesus has purchased eternal salvation for all He has called. They come acknowledging, confessing and repenting of their sins and accepting Jesus as their only Savior. Before the Father, He is their righteousness, sanctifiction and redemption by one sacrifice which He offered on Calvary, and by Jesus their ownly mediator, who is at the right hand of the Father in heaven. They are accepted in the Beloved, declared righteous by the imputed righteousness of Jesus, forgiven of all their sins, adopted into the family of God, their names are in the Lamb's Book of Life, they are sealed by the Holy Spirit until the day of Redemption, and they have eternal life in Jesus . All these belong to the ones accepted in Jesus by faith alone in the word of God alone. God receives all the glory alone for the complete salvation of sinful men and women. they are just the recepients of of His mercy and grace given to him freely in Jesus. RyanaRenee

Well, one has to read the word all in context of the sentence, I do believe that there is a general call for all to be saved, but if one is not born again, he will reject it. No one can come unto God unless the Father calls Him, just as William posted above.
Joh 6:40 And this is the will of him that sent me, that every one which seeth the Son, and believeth on him, may have everlasting life: and I will raise him up at the last day.

Context of any verse has to do with to whom it is addressed and at what time, Miles Coverdale put it well "it shall greatly help thee to understand scripture, if thou mark not only what is spoken or written, but of whom, and unto whom, with what words, at what time, where, to what intent, with what circumstance, considering what goeth before, and what followeth after."
We must have faith first ,and then sight .for we can only see by faith through the instrumentality of the Word. Later on in the chapter16 He said"I came forth from the Father, and am come into the world; again I leave the world and go to the Father". His physical presence is not with us , not even in the elements of the Popish mass.We see Him by faith ,but yet imperfectly , as we only now see through a glass darkly.John 15 ;26"But when the comforter is come, whom I will send unto you from the Father, even the Spirit of truth, which proceedeth from the Father, he shall testify of me."He has put spirit of His son into the hearts of his own ,crying Abba ,Father. Yes, God has given all men the ability to believe but all do not have life because they do no believe: Joh 20:31 But these are written, that ye might believe that Jesus is the Christ, the Son of God; and that believing ye might have life through his name.
We were sealed after we believed: Eph 1:13 In whom ye also trusted, after that ye heard the word of truth, the gospel of your salvation: in whom also after that ye believed, ye were sealed with that holy Spirit of promise,

We are drawn by the preaching of the gospel, by the Holy Spirit. But those that God has not called will not understand it. It will not mean much to them. I hear so many say, "Oh, well, we all know that". But they do not, as God has not called them nor revealed Jesus to them, by the Holy Spriit.
